A fire extinguisher is a device containing a fire extinguishing agent that can be pushed out under the influence of internal pressure and directed at the fire. A portable fire extinguisher is a fire extinguisher that is designed to be carried and operated by hand and that, when ready for operation, has a mass not exceeding 20 kg.
A portable fire extinguisher is a fire extinguisher that is designed to be moved and operated manually and that has a total mass greater than 20 kg.
The types of fire extinguishers are categorized as follows:
- Category 1: permanent pressure extinguisher, with water, water with additives or foam extinguishing agent
- Category 2: permanent pressure extinguisher, with powder or pure agent extinguishing agent
- Category 3: gas cartridge fire extinguisher, with water, water with additives or foam extinguishing agent
- Category 4: gas cartridge fire extinguisher, with powder extinguishing agent
- Category 5: carbon dioxide fire extinguisher
Powder, water and foam extinguishing agents use a propellant gas that provides the internal pressure used to expel the extinguishing agent.
Water-based fire extinguishers contain water, water with additive, foam or liquid chemical.
Powder fire extinguishers contain fire extinguishing powder in varying percentages depending on the manufacturer. The most common is to be with fire extinguishing powder ABC 40%.
Carbon dioxide fire extinguishers contain only carbon dioxide.
Portable fire extinguishers consist of the following components according to BDS EN3-7:
- 1. Housing;
- 2. Housing fittings, which are permanently attached or screwed to the housing, and include the following
- 3. Control device(s)
- 4. Hose assembly (see 4.4) and/or nozzle and/or nozzle
- 5. Top assembly. The main shutter is also integrated here

Operating position:
Portable fire extinguishers must be operated without being turned back. The fire extinguisher's actuating device must be located at the top of the extinguisher. A control device at the end of the hose must be permitted. The handwheel for operating the valve of the external propellant cartridge must be located in the upper 60 % of the extinguisher body.
Hose assembly:
Extinguishers with a mass of extinguishing agent greater than 3 kg or a volume of extinguishing agent greater than 3 l must be equipped with a discharge hose.
The length of the flexible part of the hose assembly must be 400 mm or greater.
When a fire extinguisher with a mass of extinguishing agent not exceeding 3 kg or a volume of extinguishing agent not exceeding 3 l is equipped with a discharge hose, the assembly with the hose must have a minimum total length of 250 mm.
Components of portable fire extinguishers according to BDS EN1866-1:
- A portable fire extinguisher consists of the following components:
- a body of the fire extinguisher;
- wheels;
- a gripping device;
- accessories to the housing, which are attached or screwed to the housing and include the following;
- a cartridge for propelling gas (not applicable to fire extinguishers that are permanently under pressure);
- a regulating device (valve);
- hoses;
- a main closure;
- an actuating device.
Types of portable fire extinguishers:
A fire extinguisher is characterized by the type of extinguishing agent contained in it. Portable fire extinguishers are of the following types:
- powder fire extinguishers;
- water-based fire extinguishers;
- fire extinguishers or with CO2
Propellants for fire extinguishers:
- Air 0.006
- Argon 0.006
- Carbon dioxide 0.015
- Helium 0.006
- Nitrogen 0.006
Design of the filling opening of fire extinguishers with the exception of carbon dioxide fire extinguishers:
The filling opening must have a minimum diameter:
- 20 mm for fire extinguishers with a charge not exceeding 3 kg or 3 l;
- 25 mm for fire extinguishers with a charge exceeding 3 kg or 3 l.
The main closure of the filling opening, intended to be removed during service or maintenance, must be equipped with automatic means for releasing residual pressure from the fire extinguisher. The initial release of residual pressure shall occur when the means of securing the closure or the pressure-retaining part has been released to no more than one third.
Control valves for portable fire extinguishers:
The fire extinguishers must be fitted with a self-closing control valve allowing the discharge of extinguishing agent to be stopped and in addition the valve must be leak-proof after discharge has stopped
Regulating valve and hoses for portable fire extinguishers:
Portable fire extinguishers must be fitted with a regulating valve allowing the discharge to be temporarily stopped. In addition the valve must be leak-proof after discharge has stopped.
The length of the flexible part of the hose assembly must be at least 5 m.
The hose and the connection system must function over the entire temperature range and the connection systems must be designed and installed in such a way that they cannot damage the hose.
Means for reading the pressure of fire extinguishers:
The pressure gauge must allow for checking to ensure that it is working properly, by independent equipment that uses external pressure to check the pressure.
The scale of the pressure gauge must have:
- a zero zone (to indicate zero pressure). If there is a limiter for the movable needle, it must be on the negative pressure side of the zero zone. The needle must not touch the limiter at zero pressure;
- a green zone (working zone), corresponding to the pressure between the operating temperatures with the following tolerances:
- 15 % at Tmin; + 6 % Tmax.
The pressures obtained are rounded to the nearest one or half bar.
The zones on both sides of the green zone must be red.
The permissible errors in reading are:
+ 1 bar max. at the low pressure end of the green zone; ± 6 % at the high pressure end of the green zone;
- the point (P + 20 °C) must be read and the maximum permissible error is ± 0.5 bar.
To ensure that the pressure is read visually, the pressure gauge must comply with the following:
- the pressure gauge must have a moving needle moving radially in the green reading zone with a length between 50 % and 80 % of the height of the green zone;
- the location of the needle at both ends of the green zone and at (P + 20 °C) must be such that it is clearly visible;
- the pressure gauge must have a total scale length equal to or greater than 1.5 times the length from zero to the high-pressure end of the green zone.
Classification of fires:
CLASS A: Solid combustible substances - usually organic, which burn with the formation of embers - wood, paper, textiles, coal, rubber
CLASS B: Flammable liquids and substances that become liquid when heated - gasoline, diesel, oils, alcohol, paints, solvents
CLASS C: Flammable gases - propane butane, methane, acetylene
CLASS D: Flammable metals - aluminum, magnesium, sodium, titanium
CLASS F: Fires caused by cooking fats and oils at high temperature - vegetable or animal fats in kitchen appliances

Portable fire extinguishers must comply with the requirements regulated in BDS EN 3-7 "Portable fire extinguishers. Part 7: Characteristics, technical requirements and test methods", with regard to:
1. total mass;
2. discharge control;
3. means for checking the pressure of fire extinguishers that are permanently under pressure;
4. nominal permissible charged quantity;
5. permissible filling deviation;
6. minimum duration of action;
7. residual charged quantity;
8. start of discharge;
9. operating temperature range;
10. activation force;
11. safety devices;
12. resistance to internal corrosion;

14. color;
15. marking

Portable fire extinguishers must comply with the requirements set out in BDS EN 1866-1 "Portable fire extinguishers. Part 1: Characteristics, performance requirements and test methods", with regard to:
1. total mass;
2. propellant retention;
3. nominal permissible charged quantity;
4. permissible filling deviation;
5. minimum duration of action;
6. residual charged quantity;
7. operating temperature range;
8. fire extinguisher activation force;
9. safety devices;
10. resistance to internal corrosion;
11. (suppl. - SG, issue 12 of 2023, in force from 03.02.2023) minimum extinguishing efficiency (except for fire extinguishers for class D fires);
12. color;
13. marking.
***Portable fire extinguishers for class D fires must have a minimum extinguishing efficiency determined by conducting a test by an accredited laboratory or testing using a validated method.
Portable and portable fire extinguishers must have assessed conformity within the meaning of the Regulation on the essential requirements and conformity assessment of pressure equipment, adopted by Decree No. 91 of the Council of Ministers of 2016 (SG, issue 33 of 2016), which implements the provisions of Directive 2014/68/EU of the European Parliament and of the Council on the harmonisation of the laws of the Member States relating to the making available on the market of pressure equipment.
The markings under paragraphs 1 and 4 on portable and portable fire extinguishers must be in Bulgarian, and may additionally be written in other languages.
Obligations of manufacturers, importers and distributors of fire extinguishing products:
The manufacturer of fire extinguishing products under Art. 10, Para. 3 or his authorized representative shall place on the market the products included in the list under Art. 30, accompanied by a declaration under Art. 22 and instructions for use, drawn up in Bulgarian.
The manufacturer of a fire extinguishing product under Art. 14, Para. 1 or his authorized representative shall place on the market the product, accompanied by a declaration under Art. 22 and instructions for use, drawn up in Bulgarian.
The declaration (Appendix No. 6) accompanying the fire extinguishing product shall be issued by the manufacturer and shall certify the compliance of the specific product (batch) with the requirements of Chapter Two, as follows:
1. the product (batch) complies with the characteristics and technical requirements according to Chapter Two;
2. the product (batch) has been manufactured under implemented factory production control or a quality management system, in accordance with Art. 9;
3. (new - SG, issue 12 of 2018, effective 06.02.2018) the product has an assessed conformity with a certificate of conformity under Art. 14, para. 1, issued by the Director of the Directorate for the Protection of the Environment - Ministry of Internal Affairs, or the product is included in the list under Art. 30 and has a valid certificate of conformity under Art. 10, para. 3.
The manufacturer of fire extinguishing products shall provide each of the distributors, importers and users of the products with the documents under Art. 20 or 21.
The manufacturers of fire extinguishers are obliged to ensure that the products are marked with information about their type, batch or serial number, which allows their identification. Where the size and packaging of the product do not allow it, the required information must be provided on the packaging or in another document accompanying the product.
Manufacturers shall indicate on the product their name, registered trade name or registered trade mark and the address at which they can be contacted. Where that is not possible, the information shall be given on the packaging of the product or in a document accompanying it. The address shall indicate a single place at which the manufacturer can be contacted.
Importers shall indicate on the product their name, registered trade name or registered trade mark and the address at which they can be contacted. Where that is not possible, the information shall be given on the packaging of the product or in a document accompanying it. The address shall indicate a single place at which the importer can be contacted.
Distributors shall indicate on the product their name, registered trade name or registered trade mark and the address at which they can be contacted. Where this is not possible, the information shall be indicated on the product packaging or in an accompanying document. The address shall indicate a single place where the distributor can be found.
Importers and distributors of fire extinguishing products shall be obliged to provide a copy of the documents under Art. 20 or 21 to each of the users of the products.
Manufacturers, importers and distributors shall be obliged to offer to end users portable and mobile fire extinguishers that have been serviced by traders who have obtained a permit to carry out this activity in accordance with the Law on the Interior.
The requirements shall not apply to fire extinguishers with a manufacturer's marking containing the month and year of their manufacture, for which, at the time of their offer to end users, 1 year has not elapsed since their manufacture.
